The PPE 3 has finally been published. This is a strong signal for our entire sector.

After nearly three years of waiting, Prime Minister Sébastien Lecornu unveiled the third Multi-Year Energy Programme (PPE 3) in the Jura region. The decree has now been published in the Journal Officiel.

For us, as players in the energy transition, this is first and foremost a relief: France finally has a clear roadmap for 2025-2035.

The message is clear: massive electrification of energy use.

The goal of shifting from 60% fossil fuels to 60% carbon-free energy in final consumption by 2030 represents a major shift.

Solar photovoltaics: visibility and recovery

48 GW installed in 2030, 55 to 80 GW in 2035.

Although ambitions have been scaled back compared to initial projections, the immediate relaunch of tenders finally gives developers, installers and the entire value chain greater visibility.

For our partners, this visibility is essential. It enables them to plan, invest and structure projects over the long term.

PPE 3 finally recognises the strategic role of battery storage in integrating renewable energies into the electricity system. This is a direct validation of what we observe every day in the field.

France already produces more electricity than it consumes. This imbalance is not an isolated technical problem — it is a sign that the system needs to become more flexible.

In this context, storage is no longer an option. It is an obvious solution.

In both residential and C&I solutions, the combination of solar and batteries is gradually becoming essential.

BESS systems are becoming tools for energy management and economic optimisation. The reform of the capacity mechanism confirms that this flexibility will now shape the market.

Charging stations & electric mobility

The target of 170,000 public charging stations and the prospect that one in three cars sold in 2026 will be electric confirm the acceleration of e-mobility.

This dynamic is fully in line with the logic of PPE 3: further electrification of uses.

The challenge is no longer just about installing a charging station. It is about intelligently integrating photovoltaic production, storage and charging to ensure consistency and performance over time. This is an area we know intimately.
